The National Security Council was formed by way of the National Security Act of 1947 and Reorganization Plan of 1949. Chaired by the President, consisting of statutory advisors and others the function of the NSC is to advise the president on integrating domestic, foreign, and military policies in regards to national security. However over the years the NSC has often been the key player in making US foreign policy resulting in a wide range of documents and studies.
